Manager biography
Raquel F. Favela is the Founding Chief Executive Officer of Rock Advisory Partners, LLC and the Rock Advisory Foundation. Ms. Favela has more than 30 years of experience in housing, economic development, and community development finance, and has partnered with cities, public agencies, and mission-driven financial institutions nationwide to align capital, policy, and implementation in support of affordable housing, small business growth, and neighborhood revitalization.
Ms. Favela is recognized for her expertise in complex redevelopment initiatives, including projects involving layered financing structures, strategic planning, and public-sector implementation. Ms. Favela previously served as Executive Managing Director of Technical Advisory Services at Grow America (formerly the National Development Council) and as Chief of Economic Development and Neighborhood Services for the City of Dallas, where she led the development of the city’s first Comprehensive Housing Policy and Strategic Plan. Earlier in her career, she spearheaded the creation of San Antonio’s first Strategic Community Development Plan.
Ms. Favela holds a BA in Political Science and a Master of Public Administration from the University of Texas at San Antonio.
